Drain covers in this new housing development are labeled to remind people that unwanted toxic materials dumped in the gutter don’t just “go away,” but end up in natural waterways. These drain into a short stream, then to a pond at the Maxwell Connector road. Usually it then percolates into groundwater. During the heaviest runoffs, water flows on to Fern Ridge Reservoir, and circuitously to the Willamette River. Such educational notices have been widely used, both by government agencies, and by environmental nonprofits such as southern California’s Heal the Bay, one of the early, effective promoters.
